As far as I know, only the actual coaching staff is permitted to do the things you mentioned.

As a booster, I cannot tell Amos I think he should go to Tech. However, if I have a preexisting relationship with him, then I think I can offer him my opinion and interact with him regarding his college decision. At least I think this is true. This is what i was thinking about with my comment.
